I think the Scalar can reduce the herxheimer during the Terrain (R) protocol, why I say this is because I have run 11 days of Terrain remotely for my family (7 people), in the meantime I also let Scalar cover one floor of my house, however, my mother and father don’t live in the same floor with us, and the herxheimer reaction only happened on my mother who didn’t have Scalar around her all the time. So I move the Scalar for my parent, the herxheimer doesn’t disappear so far but have relieved some symptom.
